Based on the "dual carbon" strategic goals and the era background of developing new quality productivity, this article focuses on the important proposition that "new quality productivity itself is green productivity", and explores the internal impact mechanism of new quality productivity on the low-carbon economic development of cities at the prefecture level. Sort out the direct impact of new quality productivity on urban low-carbon economy, and analyze the indirect transmission mechanism from three paths: industrial structure upgrading, green technology innovation, and resource utilization efficiency, and further analyze the spatial spillover logic of new quality productivity. Based on theoretical analysis, propose corresponding research hypotheses, clarify the design ideas of samples, variables, and econometric models, and provide theoretical support for subsequent empirical tests. On this basis, combined with theoretical conclusions, policy inspirations are proposed from the aspects of cultivating new quality productivity, opening up transmission paths, strengthening regional coordination, and implementing differentiated policies, providing reference for cities to rely on new quality productivity to promote low-carbon transformation and achieve green and high-quality development.
